Main problem here is that even XLIFF 1.1 isn't supported yet by any
major (open-source) CAT tool.
KBabel has support for XLIFF 1.1
Pootle also has XLIFF support and supports conversion between XLIFF and
po (as well as other formats, including OOo GSI/SDF files I think)
