QATrack is a tool that aims to track the status of the tested builds to allow the QA team (mainly Joost) to distribute the approved builds on the mirror network. It allows also to trace the link of the tested build (rejected, approved or untested and so on).

For example; Icelandic is now up to 68% UI translated, it
will take some time before getting to the 80% mark. It was

but at that moment we were at 51%. We also roll our own
(full-install) packages (OOo-3.2.0m6), and so far without

You can do QA on your lang pack at any time, it's always good to make some tests :) For my point of view, doing QA, you do not only test your localization, but also the quality of the suite and helps to find bug before the final release. But for this you do not need to register to QATrack, TCM would be better as it allows to trace which tests have been done by whom and the issue the tester encountered (some remarks can be added to the test result).

Another consideration that might be interesting for some communities is that QA help to build a community. The tests are not difficult, testers may learn about the new functionalities or some areas they are not used with the suite and finally they can help by improving localization, or documentation/FAQ in your language. For the FR localization of 3.2 for example, I didn't have any body to check for the localization I've done. But because we have had several people to install and check for the overall functionalities for QA, I've had a good feedback on the localization and have been able to correct several typos in a good timeframe.
