Users expect release documentation to be present in the root directory of the
package. If copies of these documents are required elsewhere, it is recommended
that the release process creates copies. These documents should be present in
all types of packages including source packages. So the master documents should
be checked into the base subversion directory.

We should take care of packaging site also as part of this jira.
