IIUC this would require to alter the header stylesheet so that it contains links to some predefined CSS sheets? I'm not sure if this effort is necessary - wouldn't it be sufficient to require the designer to replace the default CSS stylesheet with her/his own one?
But I agree that it would be helpful to provide a static version of the website as a ZIP.
