[PROPOSAL] Switch to Jira

Florent brought up the question of switch from Bugzilla to Jira. We 
discussed this about three years ago and the feeling was positive 
towards that decision, but the move was never made. I think we held off 
so we could focus efforts on release. Now would seem to be a good time 
to switch.

What do others think?
