Florent brought up the question of switch from Bugzilla to Jira. We
discussed this about three years ago and the feeling was positive
towards that decision, but the move was never made. I think we held off
so we could focus efforts on release. Now would seem to be a good time
to switch.

I understand that Jira provides more features and other benefits.
OTOH I don't really want to endorse the move from open source to
closed source tools within the ASF infrastructure. I have to admit
that I don't have such a good feeling about the ASF accepting the
donation of closed-source tools, since it obviously removes the
pressure of improving the open source tools that we used to use and
reduces their visibilty, market share etc. But I guess I have to read
the corresponding discussions and votes if I can find them.
