The ASF uses SVN as its primary VCS, maintaining read-only mirrors in
Git for most projects. Libcloud has one[1]. You should consult the docs
for the standard workflow[2] when using git mirrors.

Likely you are already doing this and I am not answering your question,
in which case you should contact the infrastructure-dev@ mailing list to
discuss better Git integration with Apache projects. I am not aware of
any rule allowing us to migrate from JIRA/SVN, though I could be wrong.
