Like others have already said, it's very unlikely that Apache will switch to Github any time soon.
One thing we could potentially do is to switch to git (git.apache.org) from svn. Currently we only have a read-only git mirror (git:// git.apache.org/libcloud.git), but we could potentially use it as a primary repository. For this to happen (IIRC, this could have changed recently) someone on the team needs to write a request to participate in the git experiment, send it to infra@ and commit some time for helping infrastructure with writing git helper scripts.
