I am not sure I understand. With the "rules file" you mean the hyphenation patterns? It sounds like you intend to rewrite the LibHnj Hyphenator in OpenOffice.org, that uses these patterns to hyphenate words. The Patgen program does the reverse: taking a list of words that are hyphenated, it generates the hyphenation patterns from them.
