As a starting point the maker must decide, what are wort stems,
and what are the possible affixes for each word class.

--> that is imho the hardest part the student will have to focus on
I would suggest to you to keep the affices for the different
word classes (substantiv, verb, adjective) in different affix classes
to keep the affix file readable and usable.
I'll read this carefully
btw, dealing with word classes implies to deal with a specific language
My idea was to create a tool for all languages that would generate an
affix file for that language. Not so perfect but valuable for daily use
