Well, things are evolving. When distros compete on livecds and a sizeable portion of your scarce livecd place is taken by duplicated dictionaries, you get this: http://fedoraproject.org/wiki/Releases/FeatureDictionary (you'll note the technical app patching is moving along nicely, but not the dict packaging) This is the only distro master plan I could google on short notice, but I doubt other distros feel differently.
