I did some testing for Khmer, but I am travelling now and do not have access to the code. I will send it to you when I get back.

You should take the latest version of ICU (you can download from their SVN, or get it compressed form the OpenOffice SVN).

You need to copy the classes for Thai dictionary based breakiteration, and make specific classes for Dzongkha (or for tibetan script, I do not remember if it is script or language specific). Then, when you make it work in ICU, you have to do some modifications to OpenOffice for it to NOT handle word boundaries and line breaking for Dzongkha, and hand it to ICU.

In July I can give you the code that we have for Khmer, and maybe we can work together and integrate both.
