this is gonna sound way off topic - but it isn't really

I'm doing a feasability study on an app for a school who has students traveling 
to various european cities (abd london - natch!).

they basically want the students to do their reports and assignments on line, 
as well as flashcom video link-ups between students in diff cities

OK, here in australia, internet access is (sort of) expensive (and sluggish) 
but it's virtually untimed on monthly plans  (dial-up usually add local call 
costs but they cut you off after 2 hours, cable/adsl can be left on 24/7)

I've heard that domestic german internet access is timed - to the minute. is 
this true of other parts of europe and the UK? 

if so, this app might need a re-think 

can anyone advise on what domestic internet access is like?
