Have you tried deleting those 2 tables and the client reference in cf admin and 
the recreating them.
In cfadmin >> Client Variables check the create tables box.

or 

Maybe you have reached the databse size limit?

  Okay I give up with the Macromedia Knowledge Base (a contradiction in terms

  I've got a problem on a bunch of sites that use client variables. The client
  vars are not being set and I'm getting the following error on every call...
  oh and it's a very helpful error message of course:

  Timed-out trying to get a connection to CLIENT_VAR_D1. The connection limit
  has been reached."

  Anyone seen this sort of behaviour before? I'm guessing the client storage
  needs purging, the datasource connection resetting, or something like that,
  but I have no access to the server so I could do with a correct solution
  before I have to contact the host.
