I think the original point is you have a live column and a dev column in
the data row rather than flagging whether it's live or not... which is a
nice idea- saves having a whole extra table which always felt a little
superfluous to me.

Yes, AND and not OR.
From what I understand here is this (if its different, please correct)....
1. Row of content with a Flag for live & not live.
2. I am assuming that this row is also the row used for content on the site?
3. If the Selects on the front-end look for live=1 then it will disregard
non-live
So with this, you can never have Live and Not Live content on a site of data
in that row.

So having content that can be marked as LIVE or NOT live does allow for live
and not-live content?

That approach does not allow for LIVE and non-Live content
though? We tend to go for the Holiding Table approach where
you have dupe copies of each record OR we have a Version
History type object ala Spectra (was my tool of choice for my sins).

(and used) two main approaches:
1. Have content saved into database and when content is
published, write
it to static htm or xml files
2. Have "staged" and "live" tables in the db. When content
is published,
copy from one t'other
