I am sorry I don't understand your question. Could I know your HW configuration 
more? I tried Moblin 1.0 on Menlow test platform and it showed cpufreq 
directory.

Why not cpufreq  in the folder /sys/devices/system/cpu/cpu0/  in moblin1.0
