Right, we should strive for xdg_shell in the long run. But that doesn't
obviate the need to make correct decisions for systems with a plain wl_shell.
When I see the issues that we are facing to solve the bugs related to
window hide and show and various focus issues in IVI, I arrive to the
conclusion that we urgently need to move use to xdg_shell.
I seriously doubt that it's a long term requirement.
