The coreutils on the host must be recent enough to support "ln --relative". It has been reported before, so yes ;-/ Yocto itself has workarounds for systemd's usage of "ln --relative". However, "Tizen on Yocto" uses its own systemd recipe derived from the Tizen .spec file, and that doesn't have the workaround.
