I think this is perfectly valid, he only shared the GitHub view to the `rel/2.0.17-rc1` tag – which is immutable due to `rel/`-prefix. He could have maybe explicitly stated it, but not a biggie, IMHO. If you don't like the GitHub view, you can clone the repository locally and checkout the tag yourself.
