Patch decouples DocSet from Fixed/OpenBitSet. DocSet.setBitsOn renamed to
.addAllTo and takes a DocSet instead. DocSet.getBits() moved to DocSetBase as
protected method and BitDocSet overrides and declares public. No code affected
by these changes, outside DocSetBase.
I think it's ready to commit.
