SOLR-8734: fix (maxMergeDocs|mergeFactor) deprecation warnings: in
solrconfig.xml <maxMergeDocs|mergeFactor> may not be combined with
<mergePolicyFactory> and <maxMergeDocs|mergeFactor> on their own or combined
with <mergePolicy> is a warning.
(Resolved conflict for solr/CHANGES.txt file.)
