Even irrespective of its impact to SOLR-8440, this issue (SOLR-10718) itself looks a pretty bad one. Seems like no one would've been able to use basicAuth in 6.5 through changes to solr.in.sh! I'll take a look. I'll hold the RC for at most another day, until this is fixed.
