Just to give you an idea how rare this is, I've beasted TestTieredMergePolicy 
with the patch for this JIRA 5,500 times over the weekend without hitting it.

I guess it really wouldn't happen at all unless someone specified fractional 
megabytes to setMaxMergedSegmentMB, but that happens in the test.
