Right, the cap is always 2x the index size, and if you don't have that much
free space you'll be courting disaster sometime.
forceMerge has something akin to what you're looking for, but forceMergeDeletes
doesn't. That's been mentioned as a possible enhancement. Although if you don't
have at least as much free disk as your index takes up you're courting trouble
down the road anyway.
