I found the problem which was causing the ShardSplitTest to fail. During
refactoring, I had neglected to skip building replicas if
{{skipCreateReplicaInClusterState=true}} which was causing the ReplicaAssigner
to be invoked again in Add Replica API although Split Shard API had already
assigned a node.
Precommit is happy and all tests pass. I'll commit after reviewing all changes
once again.
