Final patch that passes precommit and tests. It fixes a bug with tlog and pull
replica handling w.r.t. maxShardsPerNode in Assign. Previously we were only
considering nrtReplicas when deciding whether maxShardsPerNode is satisfied.
Now we use total number of replicas instead.
I'll commit this shortly.
