I think this issue should not block the release. We already rolled a RC2 for a benchmark test and 3 lines of javadoc. This issue is not really an issue IMO since the likelihood that those servers go down for a long time is extremely low and if so folks can still download a binary release or patch their src package with our fix. I'd be surprised if anybody ever runs into this and it turns out to be an issue for them. I mean we fix lowercase filter surrogate support for a script a hand full of books on this planet use, fair enough but this becomes somewhat ridiculous.
