I am against... i'm not convinced that
'scandinavian-expats-without-their-native-keyboards' are the most common use of
this.
Besides, i don't care if it even is, frequency doesn't matter.
If we want to go by pure frequency, then we should probably be mapping æ to ж.
I argue there are more misdetected russian
documents where thats the 'true' meaning.
instead what matters is well-defined clear behavior.
