Patch for addressing Solr's example/lib jars.
Adds a build.xml and ivy.xml to solr/example
I haven't committed this since I'm unsure its the best way forward. I've
explored other options with ivy (through the use of confs for example) and
there doesn't seem to be any other clean way.
