Lets defer any unnecessary refactoring (even if it has benefits) to other 
issues.

I think we want the minimal (reasonable) patch here that works as close as 
possible
to the ant build: given the incubator discussion about jars, unfortunately I 
think 
we need to backport this to 3.6.

So its important to keep everything as close as possible to what it was before 
so that
packaging tasks, etc work.

Seeing how things got working for solr I think we may want to revert even the 
test-framework/lib
and go back to lucene/lib intentionally just for this purpose: I'll look into
