It sounds more like a 4.x > 4.1 if not 5.0. In fact, if the goal is to eliminate solr.xml, is that maybe too disruptive a change for any 4.x? OTOH, if this specific issue is simply "cleanup" in preparation for a separate issue to actually eliminate solr.xml, that would be different.
