I notice this has fix version of 4.1... there are some people who are thinking 
that a 4.1 release could occur in the fairly near future - is the work on this 
issue likely to be finished and tested and stabilized very quickly, like within 
the next few weeks? It sounds more like a 4.x > 4.1 if not 5.0. In fact, if the 
goal is to eliminate solr.xml, is that maybe too disruptive a change for any 
4.x? OTOH, if this specific issue is simply "cleanup" in preparation for a 
separate issue to actually eliminate solr.xml, that would be different. 
Actually, I do now see that this is only a sub-task of SOLR-4083 - which has no 
fix version at all.
