The navigation between pages of Solr Admin UI is ajax based i.e. the page
is not reloaded. However, to support history (back button functionality),
the URL in the location bar is changed by changing # urls. IIRC, there is
no easy way to change non #-based url in the location bar without forcing
page refresh on certain browsers.
