In general this is up to the community.

Effectively though the committers of this project promise their users that 
whatever is shipped with Mahout is high quality, does not have any security 
issues and gets fixed should there be any bugs.

We as committers can only live up to this promise if we are confident that we 
understand the code and have the cycles to maintain it for the years to come. 
As a result random code drops are generally strongly discouraged. If it seems 
obvious though that the contributor will stay around and help with fixing 
issues in the next years, this is a different story.
