I am using both resin-2.1.8 and resin-2.1.10.  It should be noted that the 2.0 release 
of this plugin works fine.  It is the snapshot that is included in maven-beta 10 that 
does not work correctly.  The cacats war is built in ${maven.build.dir} and it isn't 
moved to ${maven.build.dir}/cactus as the 2.0 version does.  In fact, the snapshot 
doesn't even create the ${maven.build.dir}/cactus at all.  Thus, when the cactus 
starts resin, the war is not found.

Description:
Plugin doesn't create/specify war directory correctly for resin causing it to fail 
because it can't start-up resin correctly becasue resin can't find any war.  Should 
create a root directory for resin which contains a webapp directory.
