Yes, you have to check out both modules but the properties should never
change. If you are diddling with the properties we have laid out then
people are on their own. It's a bootstrap and there should only be one
way to do it.

I've always done it myself, I'm not particularly fussed by it. Maybe the
tomcat 4 build is exceptionally narly. Don't use tomcat so I don't know
:-)

I don't think any user has actually requested one which is why it never
crossed my mind but even if someone did I probably wouldn't want it
done.

Primarily it's ease for us and I myself am much happier having them
separated. If users find it hard to bootstrap then tough shit don't
bootstrap and use the binaries. If they can't wait and want to bootstrap
then they will figure it out. 

It's unfortunate that Maven has been used so much from CVS HEAD but the
bootstrap is still developer domain. If you wanna bootstrap you better
grow some patience
