Here is a patch that provides the new plugin:deploy command, and renames the old one
plugin:cache-install.
The code for deploy is mostly taken from jar:deploy. It should be better to share that
code, but I'm not sure where nor how. Maybe in the deploy plugin?

jar:deploy == Deploy a jar to the remote repository
ear:deploy == Deploy a ear to the remote repository
etc...
but
plugin:deploy == Install a specific unpacked plugin but no new jar
This is confusing.
Furthermore, the expected behaviour of plugin:deploy (deploy to the remote repository)
would be very useful.
If the current behaviour of plugin:deploy is important, maybe that could be renamed
plugin:cache-install.
