Further test shows that http://jira.codehaus.org/browse/WAGON-407 is NOT fixed so it is best to revert it, and mark as wont fix
How it is tested under apache-maven-3.2.3/lib 1. Replace wagon*2.6* with wagon 2.7, I can use wagon-maven-plugin to download. This worls 2.
