+1 Stephen has pointed out that using XML for this is the best solution we can offer, because XML can be handled easily with almost any programming language and in combination with XSLT it can be transformed to anything we want/need to. We should find a good file extension for those files so that a repository server can easily be setup to serve these files using some kind of compression/chunked content/transfer encoding. Using .xml probably is a bad idea.
