For the Java version topic, it is impossible to use HTML headings in
Javadoc in a way compatible with both Java 11 and Java 17. If the build
passes on one version, it fails on the other, unless compile-time
Javadoc checks are disabled. This topic was raised because it was the
cause of CI failures in pull request.
On the larger topic, the problem that I'm trying to resolve is JPMS
support in Maven 4.
