Sure, but this already exists. It's called the changes report.
IMO the goal of the announcement plugin is different. It is actually a RELEASE NOTE.
And a release note is usually about the current version.
Also, as it is generated for all versions you can always see the changes from your
version and the previous version.
I really think what you are talking about is a changes report and not a release note.
The current release note is not too far from the changes report (with some additions
like how to install a plugin, the description of the project, etc). However, in the
future we plan to extend the information in there by adding for example the list of
open bugs for that release, etc.
