release itself was ironically never release worthy, but kept around 
because some of the tags are used in other plugins.

scm was a quick fix location for it, but not the best.
There are lots of ideas, but no plans. Its not yet high enough on the 
priority list.

BTW, I think the scm plugin is not quite generic-enough yet:
- It works only with CVS
- It assumes usage of changes.xml but that doesn't work for projects using a
JIRA-style development process (i.e. changes are in JIRA)
 

I was really just scratching my itch at the time. I think I was pushing 
it in the right direction, I just didn't journey the whole way.

I guess the plan is to use the Maven-SCM project from the scm plugin?

Or is the scm plugin going to be deprecated and everything moved to the
release plugin?
 

I'd say there'll be both, and the responsibilities split.
Or maybe there's no plan yet? :-)
 

A good summary.
If you are leading up to embarking on such a thing, let's talk it 
through first. I think there a lot of thoughts to gather in this area.
