Regarding the scm tag, only warnings are produced from them, as what brett stated in his doc standard email.

If a parameter is missing a description, an error is reported stating the mojo goal where the error occurred. As a developer I think it would make more sense to report the class name, but that might not be available.

In the check for the scm tag, an error is reported if *all* children are missing. Shouldn't that be if *any* of the children are missing?

I think connection is required, URL highly recommended, and the rest are optional.

But I thought I struck this from the requirements (or made it optional/configurable) since some plugins might not have a public SCM at all?
