I don't think it's onerous. Ask some of the other people who have joined Mojo in the last couple days. It probably took them 5 minutes to get setup.
It's not that difficult, of course. It's possibly more a question of "feeling at home", to be honest.
If the plugin warrants a release then it would graduate from the sandbox. Meaning it's got some decent tests and passes the docck minimum requirements. You can pump out as many snapshots as you want though.
That's a policy I'd like to see for the "Maven Sandbox for Apache Committers" (MSAC) too. But what about the second, third, ... release? Can I (or we) as the plugins author(s) push the release? How many people do we have to nag? Will I have to wait? Do I need to find someone who does the work for me or will I be able to do it myself, after a positive vote?
