Can you be a little more specific about the behaviour of the IDEA plugin you would want to port to the eclipse plugin?

Use of private static Map attemptedDownloads = new HashMap(); instead of maven-eclipse-cache.properties, looks really ugly to me but could be possible (if you'd care to explain the point to me). But I guess it's none of the above behaviours you were looking forward to.
