It can look a the URL it's being requested, and say 'hmm, I cache that repo', or 'sorry, thats locked down so you can't scurry over there' or even discovering new repos at build time and adding/denying them as per config.
I'm happy to discuss this at [EMAIL PROTECTED] if you want to see it in there - I think it's a worthwhile option, though I believe Maven should support repository management more explicitly too.
mirrorOf wasn't actually designed for repository managers initially, it's just grown that feature over time.
