Would it be feasible to bundle these stub plugins into a zip artifact that can be released into the central repository, then retrieved, unzipped, and referenced

We need to release all those support plugins anything else related to the ITs.

As releasing the stub plugins would increase their potential to trouble unaware users

How so?

If deployed to a repository which was ultimately synchronized with central how would this approach affect any user testing the core?

, the approach John suggested seems to be the only safe way. I hope the Assembly Plugin and Dependency Plugin will serve us here to create/unpack a remote repo bundle.

This seems unnecessary and over complicated to me.

People develop abstractions by generalizing from concrete examples.
Every attempt to determine the correct abstraction on paper without
actually developing a running system is doomed to failure. No one
is that smart. A framework is a resuable design, so you develop it by
looking at the things it is supposed to be a design of. The more examples
you look at, the more general your framework will be.
