I think we have to also consider that 2) is what Maven does now.
(Benjamin thinks it might be 3 but I seem to recall repos added along
the way stick around forever) However the way it's done by recursively
walking the tree and grabbing things has to go since that's the source
of most oddities in resolution (for example the preference to the
first artifact seen in a pom).
