Hi The job maven-plugins-ITs-2.x [3] is also failing. It is the ITs for Maven EAR Plugin that fails. I did some digging around and have found out the cause.
The ITs use XmlUnit to check that the deployment descriptors are correct. When XmlUnit loads the deployment descriptor it reads its DTD from http://java.sun.com/dtd/application_1_3.dtd. However the java.sun.com site seems very unresponsive and frequently times out, generating exceptions like the one below. I don't know how to best solve this.
