About global exclusions I agree it's not so much easy the most difficult
part isn't to validate that we really exclude the dep but that the change
won't have a side effect in the resolution of others deps and will do like
if we manually put the exclusion on each dep (which will be what we'll have
to generate for the 4.0.0 compat)
