It works also with fr layout.

Alternatively, "normal" setxkbmap worked for me when I remove the cached file 
in /usr/share/X11/xkb/compiled before calling setxkbmap
Same for me and this way, my fr layout is still there after reboot. But when I remove the cache file and then reboot, it goes back to us layout. It does not take care of hal policy configuration, Xorg.0.log shows fr layout selected as it is configured in hal but the active layout is us. There's still missing one little thing.

I'll search in another linux distro how xkb layouts are handled and I'll suggest a patch if I can port an easer way to configure layout to moblin.
